Asking the neighborhood a question
More, then Polls, then New poll. Write the question, list the answers, choose who may vote, and open it. Results appear as people answer, and you close it when you have what you need.
Who gets to vote
You choose before it opens: everybody in the directory, owners only, or the board. Owners only is the usual choice for anything touching money or the rules, because a renter does not carry that vote. One person, one answer, and changing your mind before it closes replaces your answer rather than adding a second.
Reading the results
You see the count while it is open. Neighbors see the result once you close it, so nobody is voting to match a running total. Closing is deliberate: nothing closes on a timer, because a poll that shut at midnight while half the street was asleep would be worse than no poll.
What this is not
It is not a formal vote. There is no ballot secrecy, no proxy handling, no quorum arithmetic and no record that would satisfy a governing document or a court. Use it for the fence color, the meeting night, or whether people want a spring social. For an election, an amendment, or anything your covenants set rules about, run the process your documents describe and use this only to gauge the room beforehand.
